Is it possible to play an MP3/other audio file to the recipient during a phone call?

Here's what I would like the app to do:

1) place a call from the app itself and 2) play an audio file to the recipient when he/she answers.

Is this possible?

Furthermore, is it possible to mute the speaker so that the user would not hear the recipient at all, because ideally the app would play the audio file automatically a second or two after the call connects.

The android and iphone are both phones. Imagine if you could randomly dial numbers without the user knowing, and/or play sounds (basically saying 'yes please' down the line could be enough to confirm a purchase order for example). Lastly, I really do not ever remember seeing the iphone expose the mic level different from the speaker level, so, that's not going to happen either.

    Thank you for your answer!

    I understand your concern about the potential misuses of this type of app, but believe me when I say this, the app would've had a lot more honorable purpose than creating bogus sales. :)

    Also, the user would have started the call from the app intentionally, not the app by itself without consent of the user. Just wanted to clarify that. :)
