How many API calls to ACS get done for push Notifications with to_ids?

Hi, I'm sending push notifications through the API on a custom php page that I created, but I was wondering if anyone knew how many API calls a notification with multiple id's would use up if I put 10 id's separated by a comma? Also, If anyone knew a way to send a push notification to all users on all channels or how to send to multiple channels? Thank you!
