Do I need to purchase a license?

Hi,

I developed an app for a friend who intends to sell it on the app store. I did not charge him for development since we're good friends but he does plan on selling it for about $1.50 on the app store. I'm reading things about having to pay a license of $5000 for a year which in my mind is just absurd.

Can somebody clear this up please?
