I do it on less horsepower than that, albeit with a larger screen. But a 13" screen will work; you just don't see as much source at once while editing code.

I had a far less powerful, and very old, 15inch Mac Book Pro which worked fine.
I have a MacBook Pro 13-inch 2.53 GHz Intel Core 2 Duo with 4GB of RAM and it runs Titanium perfectly fine.
Specifically for iPhone that's plenty fast enough. iPhone compilation and the iPhone simulator are pretty lightweight (compared to Android, which will take longer to compile and run more slowly in the emulator).
